Major Push to Strengthen Civil Defence Preparedness: 600 Master Trainers to Undergo Three-Day Specialized Training Across 12 States/UTs by November 2026

Date:

The Ministry of Home Affairs, in collaboration with the Indian Army, is planning to train 600 Civil Defence Master Trainers across 12 states and union territories. This three-day special programme will be conducted with the objective of strengthening emergency preparedness and response capabilities.

This initiative, coordinated by the Directorate General of Fire Services, Civil Defence & Home Guards (DGFSCDHG), is proposed to be completed by the second week of November 2026. Under the first phase, 50 instructors from each participating state/union territory will undergo training at designated Indian Army training centres.

The participating states and union territories are: Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Delhi, Meghalaya, Sikkim, Assam, Uttar Pradesh, Kerala, Karnataka and Tamil Nadu.

The objective of this program is to train Civil Defence personnel to deal with emerging security threats and emergency situations. During the training, special emphasis will be placed on key topics such as threats from drones and aerial attacks, modern and hybrid warfare, protection of critical infrastructure, fire safety, defense against chemical, biological, radiological, and nuclear (CBRN) threats, casualty management, search and rescue operations, emergency communications and civil-military coordination.

Under this initiative, a Master Trainer model will be adopted, in which each trained participant will provide training to 100 Civil Defence volunteers in their respective state or union territory. Through this arrangement, the goal is to deliver specialized training to approximately 60,000 volunteers across 12 states and union territories.

This initiative aligns with Prime Minister Narendra Modi’s vision of creating a modern and proactive Civil Defence network, capable of addressing emerging security challenges. Based on the outcomes of the pilot phase, the training programme is expected to be expanded to other States and Union Territories in a phased manner.
